This section of the NRC website is maintained for the use of NRC Exploration and Production Clients that operate facilities offshore in the Gulf of Mexico, and their designated Plan Writers. The information contained in the Manual Sections or Chapters may be used to develop Oil Spill Response Plans that required to be submitted to the Minerals Management Service, Department of Interior. NRC will make every attempt to keep the Manual current with regard to the location of the listed equipment, its capacity, and the information required to attain approvals from the regulating agency.

One aspect of the NRC response capability that separates NRC from other such organizations is its flotilla of Identified Deployment boats. These vessels are continuously working in the Gulf of Mexico and available to immediately respond to spills on demand. Their locations vary within certain sections of the Gulf of Mexico as directed by their daily charter. NRC does however certify that these vessels are designated on the basis of their charter work locations in a manner that provides maximum coverage to the Outer Continental Shelf. NRC is further committed to keeping five such Identified Deployment Boats available to all OCS Clients and further certifies that they are referenced as Dedicated Resources available to all NRC Clients. NRC has the ability to find the exact location of these vessels and calculate their estimated arrival time to any location in the Gulf Mexico on a continual basis. These vessels carry spill containment and recovery systems and are fully crewed with trained responders 100% of the time.

All other Oil Spill Response Vessels (OSRV) and Oil Spill Response Barges (OSRB) in this manual are permanently located at the designated ports and are considered to be dedicated resources at those locations.

All other NRC owned equipment referenced in this Manual is located within the planning distances dictated by the U.S. Coast Guard OSRO Classification Guidelines at Independent Contractor Network facilities as indicated in the sections of this Manual.
