| The
Independent Contractor Network (ICN) represents a cornerstone
of NRC’s response resource base for rivers/canals, Inland, Nearshore, Offshore and Open Ocean environments. It is a pre-screened
group of contractors that have been selected as ICN Participants
by NRC after a thorough audit of their individual resources
and capabilities. Collectively, ICN Participants contribute
to a networking structure, enabling NRC to cascade massive
numbers of personnel and equipment to a response effort.
On average NRC maintains contracts with over 120 plus ICN
members with offices located throughout the United
States.
Many of these ICN
Participants have taken physical possession of the NRC-owned
spill response equipment. They store and help maintain the
equipment, and in the event of a spill, they provide operators
to mobilize, deploy and operate the
equipment as directed by the spill manager through NRC.
ICN
Participants also contribute a variety of support equipment
such as pumps, generators, lighting systems, transportation
assets and more. Materials such as sorbents,
personal protective clothing, hand tools, spare parts, and
other consumables are available in sufficient quantities within
the ICN network.
NRC has executed
contractual agreements with each ICN contractor. Published
rate schedules, equipment lists and insurance criteria become
a part of the contract.
