After
the Exxon Valdez incident in March 1989, Congress enacted stringent
oil pollution regulations for both vessels and marine transportation
related facilities that store, transport, or handle petroleum related
products. This resulted in the Oil Pollution Act of 1990 (OPA’90).
As a direct result of this congressional legislation, NRC was founded
by two industry leaders, Seacor Smit, Inc. and Miller Environmental
Group. NRC became a wholly owned subsidiary of Seacor Smit, Inc.
(NYSE: CKH) in 1995.
NRC is a nationally recognized
oil spill response contractor, which holds the highest classification
offered by the United States Coast Guard (USCG). Under regulations
promulgated by the USCG, all vessels and marine transportation related
facilities are required, while operating within United States waters
to have an approved oil spill response plan. Included in each plan
are the specific actions, duties and contractors a responsible party
would engage in the event of a mishap.
