The Oil Pollution Act
of 1990 (OPA 90) placed stringent oil pollution regulations on both
vessels and marine transportation related facilities that store,
transport, or handle petroleum related products. In additional to
U.S. federal regulations, international treaties such as SOLAS,
MARPOL and STCW provide guidelines to the oil transporting industry
for equipment standards, safety regulations, lifesaving and fire-fighting
capabilities and vessel design requirements. The combination of
U.S. and international conventions and treaties has helped dramatically
reduce the incidents of major oil spills in the United States.
