Steven Candito is President and CEO of NRC. Prior to his current position, Mr. Candito was President of both National Response Corporation and NRC Environmental Services, a wholly owned subsidiary of NRC. He also served as NRC's Vice President and General Counsel at which time his duties included overall responsibility for client services, administration and all legal affairs. He has extensive experience with OPA 90 compliance issues with particular focus on vessel owner and insurance matters. Mr. Candito was previously an attorney with Haight Gardner Poor & Havens from 1985 to 1993 where he specialized in maritime litigation and environmental law. Mr Candito has also served as a marine engineer aboard Exxon USA's domestic tanker fleet from 1980 to 1985. Mr. Candito is a graduate of Hofstra University School of Law and the United States Merchant Marine Academy. He is admitted to practice law in New York and the U.S. Federal Courts. Mr Candito is also a past President of the Spill Control Association of American (SCAA). SCAA is the US trade association for the oil spill response industry including contracting firms and other interested parties. Mr. Candito is a member of the Boards of Directors of various SEACOR Environmental Services entities and the Spill Control Association of America. He is also a member of the Maritime Law Association and the Society of Naval Architects and Marine Engineers.

Chief Financial Officer
Sal Sacco is the Senior Vice President and Chief Financial Officer of NRC. Sal has over 25 years of experience in finance and accounting and began his career in public accounting at Ernst and Young. Sal went on to fill several different roles including CFO, Controller and Assistant Controller across several different industries including independent power, software / IT services, airline, outsourcing services and private equity. Most recently, Sal was the VP-Controller for Adecco Solutions, a leading provider of managed services provider and recruitment process outsourcing solutions. Prior to joining Adecco, Sal was the CFO of Volt Delta Resources, a leading provider of directory assistance systems for worldwide telecommunications companies, a provider of data-base marketing, data processing and listing verification services to a broad spectrum of industries and companies as well as a full suite of managed IT services including monitoring, administration and maintenance of corporate IT infrastructures. Prior to joining Volt Delta Resources, Sal was the VP Controller for North American Airlines, a subsidiary of World Airways, a NYC-JFK based charter airline with a fleet of Boeing 767 and 757 aircraft which provides charter flights and air transportation services throughout the world. Prior to this role, Sal spent 10 years as the Assistant Controller for Sithe Energies Inc, a leading independent power producer with $4.5 billion in assets and approximately 42 power plants worldwide. While at Sithe, Sal worked with its private equity owners to package and divest of many of the company’s assets. Sal graduated with honors with a BS degree in Accounting from St. John’s University and is a New York Certified Public Accountant.

Neil Challis is a graduate of maritime studies at the University of Wales and has more than 20 years of experience in the marine and environmental sectors. Neil joined NRC more than 15 years ago after working in the offshore geophysical and alternative energy sectors. He spent five years as a technical advisor with London-based International Tanker Owners Pollution Federation (ITOPF), an organization providing advice, expertise, and assistance to ship-source pollution on a global basis. Neil has attended major shipping and oil and gas incidents all over the world, including in Spain, Italy, Malaysia, Mexico, Yemen, the Caribbean, and the United States. Upon joining NRC, he spent a brief period in New York, and then moved to Southeast Asia to establish NRC's first overseas office. Now based in the United Kingdom, Neil is responsible for overseeing the company’s emergency and environmental response services outside of the US.

Mike Reese is the Senior Vice President of NRC’s Eastern Region. He has over 20 years of experience in emergency planning, logistics and response management. Mike joined NRC just after its inception and has been instrumental in the development of NRC’s response strategy, infrastructure and client relationship programs. He has contributed to nearly every aspect of the company’s development and has participated in all major NRC response efforts to date. Mike is involved in a number of industry working groups and committees and has been a key contributor in developing NRC’s alternative technology response strategy in the areas of Aerial Dispersants and In Situ burning. His practical systems and client centric approach has been a driving force in the success of NRC. Mike is a graduate of Park University.

Charles Morgan is the Senior Vice President of NRC's Eastern Region. Prior to his current position, Mr. Morgan was Chief Executive Officer of OP-TECH Environmental Services, Inc. which he joined in December of 2001. OP-TECH was acquired by NRC in July of 2013. Prior to joining OP-TECH, Mr. Morgan served as a Vice President with the engineering firm of Camp, Dresser and McKee (CDM) a Cambridge, Massachusetts based consulting, engineering, construction and operations firm after selling his company to CDM in the late 90’s.
Mr. Morgan’s career includes development of seven corporations and twenty three investor based limited partnerships. Sales of these companies and partnerships include transactions with Fortune 500, Top 10 Engineering Firms, and Equity Real Estate Trusts.
Mr. Morgan has extensive experience with all aspects of senior level company management including mergers and acquisitions, marketing, sales, strategic planning, financial management, technology service line development, and project management.
Mr. Morgan has also managed a variety of large scale international projects for a broad spectrum of private sector industrial clients.
Mr. Morgan earned a Bachelor’s Degree in Engineering Technologies from the State University of New York Institute of Technology and an Associate’s Degree in Civil Engineering Technology from Mohawk Valley Community College. Mr. Morgan has 36 years of experience as a senior executive and corporate director of environmental, engineering, construction and energy companies.
Mr. Morgan is a member of the American Society of Mechanical Engineers.
